Enfolded endovascular

Can residents do the first year of enfolded endovascular at another institution? can I do that without breaking any legal rules etc.?

Short answer is yes. The CAST requirements for the neuroendovascular fellowship are here:

Some programs are ACGME-accredited; they have a similar prerequisite for one-year fellowship.

I was told that the whole "enfolded fellowship" business was going to be blocked in the next year or two by numerous directors on the trail. Is this true?

No the requirements will be more strict: must be done post-chief year (PGY7), have volume requirements etc etc

Yeah but that makes it not enfolded lol. Anything after pgy7 isn't enfolded it's just fellowship by a different name

Not after PGY7 but during:

PGY6 - Chief Year
PGY7 - "Enfolded" Fellowship
